It is was perpetuated by the Federal Government with their minority rights reports on everything. They kept track of how many Blacks and minorities were in jail in comparison to whites. They tracked sentance practices for the same crime. They practice discrimination in hiring minorities ahead of experienced whites, by passing a law to make it a legal practice. The same holds true when being accepted by Higher Education. and the beat goes on.
